Health Insurance Exchanges:
How Connecticut Can Benefit

The 2010 national health reform law, known as the Affordable Care Act, made sweeping changes to the way that health insurance will be provided and paid for in the United States.  The law includes important health insurance expansions and subsidies to help people purchase coverage. The centerpiece of these reforms are health insurance exchanges — user-friendly marketplaces for consumers and small businesses to purchase affordable, practical coverage.

States have three options available for establishing these marketplaces: they can set up and operate their own exchanges; partner with the federal government; or defer to the federal government to set up and operate an exchange in their state.  Sixteen states are exercising the option to create their own state-based exchanges, including six in CSG’s Eastern region.

In March, CSG/ERC invited national experts to present to legislators and staff at the Legislative Office Building in Hartford, Connecticut and to answer questions and assist policymakers in building effective state exchanges.
